The Humboldt Bay Harbor, Recreation and Conservation District’s July 9 meeting centered on the Humboldt Bay Offshore Wind Heavy Lift Marine Terminal Project, with staff and consultants walking the board through environmental review, community outreach and marina dredging concerns.
According to a meeting summary, ICF presented the CEQA framework for the terminal project and said the district is the lead agency for the environmental impact report. Staff also said NEPA is not currently triggered because there is no federal funding or federal land nexus, even though some federal permits could still involve separate review.
The same meeting also included a presentation from Redwood Coast Energy Authority on outreach funding. The summary says the district discussed about $550,000 for outreach, with nearly $400,000 passed through for stipends and incentives, and that a draft plan is expected in September.
Marina dredging remains a separate problem. The district’s July 9 agenda and the meeting summary say staff reported no planned dredging activities at Woodley Island Marina, even as the district continues to describe the work as important for navigation and mooring. The agenda also says the district remains in an open FEMA assistance application as dredging costs have climbed.
The board’s agenda for the night also included a conflict-of-interest code review, but the meeting packet said no changes were recommended to Ordinance 8.
