The Humboldt Bay Harbor, Recreation and Conservation District authorized its executive director to negotiate and execute a $15,216,267 contract with Moffat & Nichol for continued and expanded planning, permitting and design services for the proposed Humboldt Heavy Lift Marine Terminal.
The Aug. 13 board agenda says the work is funded through the California Energy Commission’s Waterfront Facility Improvement Program — OSW 25. The district said the project is advancing toward 30% design and that the grant would support additional environmental and technical studies, further design work and expanded engagement with agencies, tribes, community members and other interested parties.
The agenda says Moffat & Nichol and its subconsultants would complete work described in the grant agreement’s scope of work. The agenda did not include the executed agreement, a detailed line-item budget, a schedule of milestones or the grant conditions. It also does not establish whether $15,216,267 is a not-to-exceed amount.
According to the adopted meeting minutes, commissioners Benson, Kullmann and Norton voted unanimously to approve the authorization. Commissioners Dale and Newman were absent.
The board separately received a status update on the offshore-wind heavy-lift terminal project. The minutes describe that item as discussion-only, with no formal action. The minutes also record public comments during the project discussion, but do not detail the comments’ substance.
The next documents needed to assess the authorization’s cost and deliverables are the signed Moffat & Nichol agreement, the California Energy Commission award or grant agreement, and any prior district contracts or amendments involving the consultant.
