The Humboldt Bay Harbor, Recreation and Conservation District is scheduled to receive an update Oct. 8 on the proposed Humboldt Bay Offshore Wind Heavy Lift Marine Terminal Project, including information on a Notice of Preparation and an updated project description.

The district agenda recommends that commissioners receive the report and provide direction. It does not specify what changes are included in the updated project description or establish that the board will approve a project milestone. The meeting is scheduled for 6 p.m. at the Woodley Island Marina Meeting Room in Eureka, with a closed session listed for 5:30 p.m.

The item follows action taken Aug. 13. According to the adopted meeting minutes, commissioners voted 3-0 to appoint Stoel Rives LLP as special counsel for permitting and environmental review associated with the Heavy Lift Multipurpose Marine Terminal Project. The board also authorized the executive director to negotiate and execute expanded Moffat & Nichol planning, permitting and design services funded through a California Energy Commission Waterfront Facility Improvement Program grant.

The Oct. 8 agenda does not include the board’s eventual direction or explain how the update relates to other project-related contracting. Those details would need to be confirmed through meeting minutes, a staff report or a project presentation after the meeting.
