Humboldt County’s Zoning Administrator on Oct. 1 approved 15-year renewals for instream mining permits and reclamation plans at the Hauck Bar and Leland Rock gravel bars in the Alton area.
According to the county’s action summary, the administrator adopted Resolution 26-088 for Hauck Bar and Resolution 26-089 for Leland Rock. The approvals cover Hauck Bar record PLN-2026-19495 and Leland Rock record PLN-2026-19497, authorizing continued instream mining operations under the renewed Conditional Use/Surface Mining permits and reclamation plans.
The Oct. 1 agenda identifies Hauck Bar as California Mine ID 91-12-0029 and lists its renewed permit and reclamation-plan records as CUP-10-02/SMP-10-01/RP-10-01. Leland Rock is identified as California Mine ID 91-12-0069, with the permit and plan records CUP-11-02/SMP-11-01/RP-11-01.
For both renewals, the county said it considered an addendum to the existing environmental review for gravel removal on the Lower Eel River under Section 15164 of the CEQA Guidelines and determined that no further environmental review was required. The action summary says the administrator made the required findings based on the evidence submitted and approved the permits and reclamation plans.
The public records reviewed for this story do not specify extraction limits, operating or monitoring requirements, financial assurances, or recent compliance history. The county agenda lists conditions of approval, reclamation plans, site plans and 2026 financial-assurance documents among the supporting attachments, but those materials were not reviewed here.
