The Humboldt County Planning Commission is scheduled to hold a public hearing Oct. 15 on proposed updates to the Humboldt Bay Area Plan and related zoning changes covering unincorporated areas within the plan area.
Under the commission’s agenda, the hearing concerns Record No. LRP-2023-18700 and includes proposed amendments to the Bay Area Plan and Local Coastal Plan, zone reclassifications, and a draft ordinance for recommendation to the Humboldt County Board of Supervisors.
The agenda calls for the commission to conduct the hearing, deliberate and consider resolutions recommending that the Board of Supervisors adopt the updated plan and proposed zoning changes. Staff also recommends findings that the changes are exempt from environmental review under CEQA Guidelines Section 15265(1), consistent with the Coastal Act, the county’s General Plan and Local Coastal Plan, in the public interest, and do not reduce housing opportunity.
The agenda materials include a list of assessor’s parcel numbers affected by land-use map changes, draft resolutions, a draft ordinance, zone-reclassification maps and comments from the California Coastal Commission. The agenda does not, however, establish the practical effect of each proposed change on individual parcels.
The commission’s Sept. 3 minutes and action summary show that the Bay Area Plan was previously considered in a workshop covering unincorporated areas of Humboldt County. The Planning Department was directed to return the plan to the commission on Oct. 15.
The available agenda record does not show the outcome of the Oct. 15 hearing or any subsequent Board of Supervisors action. The parcel list, maps, staff report and final action summary will be needed to determine which properties and zoning designations are affected and what recommendation the commission ultimately makes.
