The Yuba County Water Agency Board of Directors voted 7-0 on Sept. 1 to continue emergency contracting for the Colgate Penstock incident under Public Contract Code section 22050, according to draft minutes from the meeting.
Board Chair Wayne Bishop pulled the item from consent for discussion, and General Manager Willie Whittlesy answered questions before the board approved the extension, the minutes show.
Staff also told the board that debris removal and excavation at the incident site were nearing completion, with the remaining rock buttress work at the powerhouse tailrace expected to finish this week. The agency’s meeting summary said five bids were received for the Colgate Penstock hillslope erosion and temporary stabilization work, which was awarded to Hat Creek Construction for $13.9 million, and that FERC issued conditional approval to begin the work.
The same Sept. 1 meeting also included presentations on a completed grant for Reclamation District 784 and on a Daguerre Point Nature-like Fishway contract amendment, but neither item drew board action, according to the meeting summary.
Public commenters Doyle Radford and Shawn Radford both raised concerns about the Colgate Penstock incident during the meeting.
