The meeting agenda listed the matter as a discussion item and said the board needed to determine whether to continue the emergency action under Public Contract Code section 22050(c)(2). The agenda said repair work was in progress, staff recommended continuing the emergency contracting actions until repairs were completed, and a four-fifths vote was required for approval.

The draft minutes identify the Colgate item and say Engineering Manager Justin Hoffman introduced Associate Engineer Aaron Taylor, who led a presentation on the incident. The next recorded action is a motion by Director Renick House, seconded by Director Gary Bradford, to reallocate Hallwood Irrigation Company grant funding. All seven directors were recorded voting yes on that motion.

The draft minutes do not record a separate Colgate motion, roll-call tally or other action stating whether the emergency contracting authority was continued. They also do not establish whether a vote was omitted from the draft, postponed, withdrawn or included in another action.
