A Sutter County Board of Supervisors agenda packet outlines a proposed competitive design procurement for replacing heating, ventilation and air-conditioning systems at the Sheriff’s Office Medium Jail, using a project backed by a previously approved $6 million appropriation.
The Oct. 13, 2026 agenda packet recommends authorizing an RFP for architectural and engineering services to prepare construction documents for the Medium Jail HVAC replacement. A county staff report says the proposal follows a facility assessment completed in summer 2025 and would cover associated architectural, structural, mechanical, electrical and plumbing work. The county had increased appropriations for County Jail HVAC Project PJ-100643 by $6 million in September 2025, according to the report.
The packet’s proposed procurement schedule lists Nov. 18, 2026, as the deadline for proposals and Jan. 26, 2027, as the anticipated consultant contract award. Those dates describe the planned solicitation process, not a confirmed award. The packet does not identify proposers, an evaluation result, an award amount or an executed design agreement.
Another agenda item proposes a $231,000 reservation agreement for 0.66 Riverine Riparian Reestablishment Credits from Hamilton Bend Mitigation Bank, operated by Westervelt Ecological Services. The Sanders Road staff report calls for a $46,200 down payment and an irrevocable $254,100 standby letter of credit to the California Department of Fish and Wildlife under conditions tied to replacement of the Sanders Road bridge over the Live Oak Canal at Larkin Road. The report says the credits are intended to address riparian-habitat impacts from the project.
The agenda also proposes extending Sutter County’s agreement with R.E.Y. Engineers through Feb. 28, 2027, for sidewalk, curb, gutter and drainage design along the east side of Township Road from Franklin Avenue to 393 Franklin Avenue. County staff said parents dropping off and picking up students at Franklin Elementary use an undrained shoulder, creating conditions in which pedestrians may enter the roadway. The extension would remain within the existing $161,360 contract, with no General Fund impact, according to the staff report.
Consent items would also ask the board to approve a $100,000 California Office of Traffic Safety pedestrian and bicycle safety grant for the Oct. 1, 2026, through Sept. 30, 2027, period and a $20,000 California State Library LSTA Digital Literacy and Access Grant for the county library. Both items include proposed budget adjustments requiring four-fifths votes.
The agenda packet establishes what county staff recommended for the Oct. 13 meeting, but it does not establish whether supervisors approved the items. Final roll-call votes, minutes, any executed Sanders Road documents and subsequent Medium Jail procurement records were not verified from the packet.
