A Sutter County staff report says staffing shortages led the county to remove a full-time truancy-prevention position from a proposed FY 2026-27 agreement with Yuba City Unified School District, while continuing three full-time school-based probation officer assignments.

The Oct. 5 Agriculture, Public Protection and General Government Committee agenda packet identifies the proposal as agenda item MT7997. It calls for YCUSD to provide up to $296,100 for continued truancy, prevention and intervention services, an amount equal to half the salaries and benefits of three Deputy Probation Officers, according to the staff report.

Under the proposed arrangement, one full-time officer would serve each of River Valley High School, Yuba City High School and Gray Avenue Middle School. The staff report says campus assignments could be changed during the school year by agreement between the Sutter County chief probation officer and the YCUSD superintendent.

The total cost for the truancy-prevention and school-based officer services is listed at $592,200. YCUSD would pay $296,100, with the Probation Department covering the remaining $296,100 through federal and state funds already reflected in the county’s adopted FY 2026-27 budget, the report says.

The packet recommends that the committee recommend Board approval or ratification of the amendment and authorize Chief Probation Officer Nicole Ritner to sign it. It also says the county and YCUSD have maintained an agreement for truancy services since 1987, with later agreements adding school-campus probation services.
