Big Lagoon Union Elementary School District’s board approved a $5,000 Guzi-West asbestos response program after a pre-removal survey identified asbestos-containing material in a flood-affected office closet, according to the board’s approved Aug. 19 minutes.
The minutes say the flood mitigation project affected Room 2, the District Office and the office closet. New Life Service Company was performing dehumidification and related mitigation work, while Guzi-West surveyed the affected areas before wall paneling was removed. The minutes do not state the survey date, sample count, laboratory used or individual test results. They say the board discussed anticipated asbestos-related response actions and the need to maintain an updated Asbestos Hazard Emergency Response Act management plan.
Trustees Brooke Hearon and Marjorie Adler approved Guzi-West’s AHERA Program Proposal Option 2 for $5,000 in a 2-0 vote, with Trustee Theresa Murphy Hall absent. The Aug. 19 meeting agenda described the item as the flood mitigation project, asbestos testing results and action plan, and AHERA program proposals.
The public documents reviewed do not include the executed proposal, the asbestos survey, a sample log, laboratory reports or a schedule for response work. They also do not say whether wall-paneling removal occurred, what interim controls were used or when the work would be completed. A search of the district’s accessible public postings through Sept. 8 did not locate those materials; that search does not establish that the records do not exist elsewhere.
The district’s Sept. 8 approved agenda lists the Aug. 19 special-meeting minutes for approval and says records distributed to a majority of the board about open-session items are available for inspection at the district office and, when applicable, on the district website. The district’s public materials identify Superintendent/Principal Cathie Shermer as a contact for the school district. The missing proposal, survey and laboratory records leave families, staff and the public without the technical information needed to determine which materials were sampled and what protections and response measures apply.
