Sutter County’s latest Community Corrections Partnership report lists three-year recidivism rates above 50% for three populations tracked under public-safety realignment. The Oct. 27 CCP agenda packet, using measures reported as of June 30, 2026, lists a 61% rate for people on post-release community supervision, 58% for straight-sentence 1170(h) cases and 64% for split-sentence cases.
The packet also lists a 50% three-year recidivism rate for people who completed post-termination mandatory supervision. The report does not, in the materials reviewed for this story, provide enough methodological detail to explain the underlying denominators or cohort construction, and it does not include comparisons with prior Sutter County years or statewide benchmarks.
Separately, the county’s fiscal year 2025-26 annual programs report, included in the same CCP packet, lists 27 employment placements, 492 jail-program milestones, 348 jail-education milestones and 35 probation substance-use-program clients.
Those figures document reported activity and outcomes, but they do not by themselves show that a particular intervention caused a reduction in recidivism. The county’s underlying recidivism reports and future annual program reports would be needed to assess how the rates were calculated and whether the figures have changed over time.
