Shasta County is moving ahead with a regional application for up to $250,000 in CalRecycle waste-tire cleanup funding, after the Board of Supervisors adopted Resolution No. 2024-034.
The resolution says the county is applying to the state Department of Resources Recycling and Recovery, known as CalRecycle, for the Local Government Waste Tire Cleanup Grant Program for fiscal years 2024-27. It names Shasta County as the regional lead participant and the cities of Anderson and Shasta Lake as non-lead participants, subject to authorization from officials who can bind those cities.
The resolution says CalRecycle is offering up to $250,000 for a regional joint grant award, subject to funding availability, to pay for cleanup, abatement or other remedial actions tied to illegally dumped waste tires on private or public property or along public rights-of-way.
It also authorizes the county’s director of resource management, or a designee, to accept the funds and execute program documents, including applications, agreements, amendments and payment requests. The board found the program is not subject to the California Environmental Quality Act under State CEQA Guidelines section 15060(c)(2), saying it would not result in a direct or reasonably foreseeable indirect physical change in the environment.
The resolution says the authorization is effective for five years from adoption and allows expenditures for the program through Oct. 29, 2026. The resolution was adopted April 30, 2024, with Supervisors Crye, Garman, Jones and Kelstrom listed as voting yes and Supervisor Rickert absent.
