Shasta County is moving ahead with a new three-year behavioral-health services agreement with Vista Pacifica Enterprises, Inc. that would cap payments at $7.5 million and run from July 1, 2026, through June 30, 2029, according to the county contract packet. The agreement would provide adult residential mental health treatment services, including skilled nursing facility and institution for mental disease services.
The contract ties payment to state reimbursement rules and annual county appropriations. The packet says the county would pay for services under the agreement only as funds are appropriated each year, and that reimbursement rates could change if state Medi-Cal rates change during the contract term.
The agreement also lays out service and reporting requirements. Vista Pacifica would have to provide monthly reports, maintain clinical and financial records, comply with client-rights and confidentiality rules, and meet standards that include weekly face-to-face contact, monthly psychiatry visits at minimum, crisis-response coverage and individualized service planning.
The county packet describes the contract as being administered through the Health and Human Services Agency. It also says the county would refer clients to the facility, monitor care through site visits and utilization reviews, and review admissions, discharges and lengths of stay.
The supporting agreement includes a payment schedule with initial per-client daily rates of $305 for SNF services and $264 for IMD services, plus patch-level add-ons for higher-need clients. The packet says the agreement can be terminated for cause, without cause on 30 days’ notice, or immediately if funding is reduced or eliminated.
It was not immediately clear from the contract packet alone whether the Board of Supervisors approved the item on June 30 or only received it as part of the agenda packet. Minutes or an action summary would be needed to confirm the vote.
