A motion to advance Supervisor Matt Plummer’s proposed Recovery First resolution did not pass at the Shasta County Board of Supervisors’ Oct. 13 meeting after it received no second, according to the official meeting transcript. The motion would have brought the draft back in final form for future board consideration in November.
The item, listed as agenda item R9, concerned a proposal to make long-term recovery the guiding priority for county-funded programs addressing substance use disorder, behavioral health, public health and homelessness. After Plummer made the motion, Chair Chris Kelstrom said, “Seeing no second motion does not pass,” according to the transcript.
The circulated draft resolution is labeled “Resolution No. 2026-XXX” and leaves its vote fields blank, including AYES, NOES, ABSENT, ABSTAIN and RECUSE. Its signature and attestation lines also are blank. The draft says long-term recovery should guide county-funded programs and calls for recovery-oriented goals, coordination among county and community partners, and Recovery Impact Statements in certain staff reports—but those proposed requirements were not established as county policy by the Oct. 13 action.
A county staff report described the matter as a discussion of the proposed resolution and possible direction to staff. It listed asking staff to return the proposal for future consideration and possible adoption as one alternative. The transcript is compiled from uncorrected closed captioning; certified minutes or a clerk’s action sheet could provide the county’s formal wording. The available materials also do not establish whether the proposal later returned under a new resolution number.
