A Shasta County election-services agreement now allows up to $225,000 in compensation and runs through Dec. 31, 2029, according to a signed first amendment posted by the county.
The amendment changes a Feb. 13, 2024, agreement covering election print, mail and delivery services. It sets rates for delivering, picking up and re-delivering election supplies, as well as additional precincts and warehouse handling. The document also permits annual rate increases of up to 15%, as long as the overall compensation cap is not exceeded.
But the amendment uses different company names. Its title identifies All Seasons Moving and Storage, Inc., doing business as Don Hemsted’s Van and Storage. The agreement’s body, notice provisions and consultant signature block identify Humboldt Moving & Storage Co., Inc., also doing business as Don Hemsted’s Van and Storage. The consultant signature page lists a federal tax identification number and is signed by representatives of Humboldt Moving & Storage; county approvals and signatures are dated Aug. 25, 2026.
The document does not explain whether All Seasons and Humboldt are related entities, whether one is a business name, or whether the title contains an error. It also does not establish which entity is authorized to invoice the county. The contract lists the County Clerk/Registrar of Voters as the county notice contact and identifies the work as election-supply services.
The amendment appeared as a Sept. 29 Board of Supervisors agenda item. The available records reviewed for this report do not establish the Board’s recorded vote on the contract amendment or whether the original 2024 agreement received a recorded Board approval.
The county should clarify which legal entity is bound by the amendment and responsible for performance. Records that could resolve the question include the original agreement, the vendor’s W-9, business-registration or DBA records, and county payment records tied to the contract.
