Shasta County staff are asking supervisors to consider hiring outside help to review and redact security footage sought through California Public Records Act requests, including some requests involving thousands of hours of video.
According to a county staff report, the County Administrative Office and County Counsel told the Board of Supervisors that the volume of footage is creating a substantial workload. Staff must review and redact the material before uploading it to the county’s NextRequest public-records system.
Staff sought direction to draft and issue a competitive procurement — such as a request for proposals or request for quotes — for professional video-review and editing services. The proposed work would help the county process the requests and reduce the strain on county staff and counsel, according to the report.
The recommendation also called for the county executive officer to appoint representatives from the County Administrative Office and Information Technology to a procurement review and selection panel. If the process moves forward, the county expects to return later with a proposed contract and budget amendment.
The report says the proposal would affect the General Fund but does not give a dollar estimate. The available record also does not identify the requesters or the incidents connected to the footage, and it does not show the board’s final direction.
