Shasta County staff are asking supervisors to hear a presentation on a sharp rise in California Public Records Act requests for security video footage and to give direction on how to handle the workload.
According to a Sept. 15 staff report, some requests seek thousands of hours of footage and require extensive review and redaction by county staff and County Counsel before material is uploaded to the county’s NextRequest records system. The report says the County Administrative Office and County Counsel would present on the issue.
Staff is also asking the board to authorize a competitive procurement for professional video review and editing services, using an RFP or RFQ, so a consultant could help review, redact and respond to the requests more quickly. A third recommendation would let the County Executive Officer appoint representatives from the County Administrative Office and Information Technology to the procurement review and selection panel.
The report says the item has a General Fund impact, but it does not give a dollar amount. It also says County Counsel reviewed the recommendation and that the County Administrative Office drafted the report.
