The Eureka City Council used its April 21 meeting to approve two housing bond issuances, advance a mayor-and-council salary charter amendment, and conditionally legalize a covered outdoor patio at 9-11 Truesdale Street.
Council approved up to $30 million in conduit bond financing for Green Phase Apartments and up to $20 million for Earth Center Apartments, according to the meeting summary. City staff said the city is acting only as the bond issuer and would not take on bond liability. The council also conditionally approved the patio entitlement after discussing coastal permitting, tribal consultation, drainage, lighting and tsunami evacuation requirements.
The salary item would put a charter amendment and companion ordinance before voters, with proposed monthly pay set at $1,250 for the mayor and $1,000 for council members. The council discussed when any changes would take effect and scheduled another public hearing for a special meeting on May 26, the summary said.
In another set of actions, the council adopted Bill 1058-CS updating the city’s transient occupancy tax ordinance and Bill 1059-CS updating animal regulations and hearing procedures. A separate April 7 council summary said staff described the transient-occupancy-tax changes as part of a push for stronger enforcement against unpaid short-term rental taxes.
The April 21 meeting also included presentations, proclamations and council reports before the business items. The council summary says the film commission highlighted local production activity and the Friday Night Market presentation previewed summer programming, but those items were not part of the final votes that drove the main decisions in the meeting.
