Arcata’s March 4 City Council agenda includes old business to initiate adoption of the city’s comprehensive Local Coastal Program update, with the packet saying the action is statutorily exempt from the California Environmental Quality Act under Guidelines Section 15265.
In the agenda item, the city says adoption of local coastal programs is exempt from CEQA under that section. The packet also says the City Council has held at least one duly noticed public hearing on the update and that the Planning Commission adopted Resolution No. PC-25-04 as its recommendation for adoption.
The packet language indicates the broader coastal update would include a revised Local Coastal Element and Coastal Zoning Ordinance, and says the city’s Coastal Land Use Element would be rescinded after Coastal Commission certification and council acceptance. The document does not say in the agenda summary whether the council approved the item at this meeting, only that it was listed for old business.
The full Arcata City Council agenda packet also includes consent-calendar items and ceremonial proclamations, but the coastal program update is one of the most consequential planning items on the agenda.
