Yuba-Sutter Transit’s proposed NextGen Transit Facility is moving to the Yuba County Development Review Committee after a Planning Commission session on the project’s environmental-review exemption.
The Aug. 19 Planning Commission minutes say the county received conditional-use permit application CUP-25-0001 for a new administrative, operations and maintenance facility at 6035 Avondale Avenue. The project is intended to support the transition to zero-emission transit vehicles, including charging, fueling and maintenance infrastructure for the agency’s bus fleet.
The Planning Commission agenda identifies the site as Valley Neighborhood under the county’s 2030 General Plan and zoned Public Facilities. It also says the county is using a statutory California Environmental Quality Act exemption under Public Resources Code Section 21080.25(b)(7)(A), which applies to public transit agency facilities needed to refuel, power or maintain zero-emission buses, trains or ferries.
At the Aug. 19 session, Planner II Alex Becerra introduced the project and the county’s intent to use the exemption. Gustavo Becerra of the Regional Housing Authority spoke in support of the exemption, according to the minutes. Kevin Perkins, an assistant director with the county’s Community Development and Services Agency, said the project would go to the Development Review Committee for approval and that the public would have another opportunity to comment on the exemption there.
The minutes do not record a final Planning Commission approval or denial, and the county records available for this draft do not give a date for the DRC review. They also do not include the project’s cost, construction schedule or site plans.
