The Sutter County Planning Commission voted 5-0 on Aug. 19 to recommend approval of a minor amendment for a new warehouse at 7234 Pacific Ave. near Pleasant Grove, according to the commission’s meeting minutes.
Project U26-0012 calls for a roughly 130,219-square-foot warehouse on a 10-acre parcel. PDC Norcal, LLC, is listed as the applicant and Holt of California as the owner. The commission’s action followed staff’s recommendation that the Board of Supervisors approve the administrative permit and design-review amendment. The project was identified as exempt from the California Environmental Quality Act under CEQA Guidelines sections 15302 and 15061(b)(3).
The staff report and agenda packet say the county’s standard calculation would require 65 off-street parking spaces for the warehouse. The approved development plan sets a minimum of 51 spaces: 35 standard spaces, three accessible spaces and 13 spaces designated for electric-vehicle requirements. The report describes the reduction as 14 spaces, or about 21.5%.
Staff said the warehouse would relocate an existing Holt operation and its 34 employees, with no increase in staffing or expansion of operations proposed. The applicant presentation lists operating hours of 6 a.m. to 5 p.m. Monday through Friday and 7 a.m. to noon Saturdays. The packet also says truck and passenger-vehicle traffic would use separate driveways and that no outdoor storage is proposed.
Conditions require the applicant to dedicate additional Pacific Avenue right of way and a public-service easement, execute a Roadway Impact Fee Agreement before commercial use, and make a 20% fair-share contribution toward a future traffic signal and related intersection improvements at Pacific Avenue and Riego Road. The dollar amount and payment timing of that contribution were not stated in the reviewed materials.
Other conditions require approval of drainage and grading plans, onsite retention or detention facilities, stormwater pollution-prevention measures, and compliance with county and FEMA floodplain rules. The packet says the northern portion of the site lies in FEMA flood zones A and A99. A Notice of Exemption was to be filed with the County Clerk within five working days of approval.
The reviewed Aug. 25 Board of Supervisors minutes do not show final action on Project U26-0012. The project’s status before the Board should be confirmed through subsequent agendas, minutes and any appeal records.
