Sutter County staff are asking for a $102,306.62 increase to the consulting contract for the Kent Avenue Bridge Replacement Project, citing prolonged right-of-way negotiations and resulting design changes.
The proposed Addendum No. 7 would raise the contract’s not-to-exceed amount to $600,941.62 and extend the performance period through Oct. 31, 2028, according to the Sutter County Public Works/Support Services Committee agenda packet for Oct. 8, 2026. The contract is with Dewberry Engineers Inc., doing business as Dewberry | Drake Haglan.
The staff report says negotiations with a property owner near Kent Avenue and McDonald Avenue have continued for more than two years without a compromise. Multiple alternatives have been developed to modify driveways, property access, drainage features and grading limits, the report says. The additional funding would support another roadway-profile alternative intended to allow further driveway changes and reduce impacts to the property.
The proposed scope also includes a revised roadway and bridge design profile and drainage work because of right-of-way conflicts, updated right-of-way engineering and coordination, final quality reviews, renewal of an incidental-take permit, and project management and construction-support services, according to the packet.
The Kent Avenue amendment is one of several infrastructure and planning contract actions on the committee’s agenda. The package also proposes extensions or changes involving the Tisdale Road Bridge, Pacific Avenue Bridge guardrails, failed-culvert permitting, the Sanders Road Bridge, the Oswald Road Improvement Project and Sutter Pointe planning work.
The materials show that staff recommended the Public Works/Support Services Committee recommend the amendment to the Board of Supervisors. They do not establish whether the committee or the board approved the change.
