The Shasta County Board of Supervisors rejected a proposed four-year renewal for County Counsel Joseph Larmour after a 2-2 vote, according to the board’s draft meeting minutes.

The motion, made by Chair Chris Kelstrom and seconded by Supervisor Harmon, failed with Supervisors Long and Plummer voting against it. Supervisor Crye recused himself from further consideration before the final vote. The minutes say Crye recused himself because his term ends before the extended term of the proposed agreement.

The rejected employment agreement would have appointed Larmour to a new four-year term beginning Oct. 28, 2026. It proposed compensation at the F step of the County Counsel salary range, a $5,000 annual automobile allowance and severance of up to 18 months of base salary in circumstances covered by the agreement and applicable law.

The agreement describes County Counsel as providing legal advice, assistance and representation to the Board of Supervisors, county officers, departments, employees, the Shasta County Grand Jury and special districts, while directing the County Counsel’s Office.

The meeting record does not say whether Larmour remains in his current status, whether an interim arrangement applies or when the board will revisit the appointment. It also does not explain any reason for Crye’s recusal beyond citing the end of his term before the proposed agreement’s extended term.
