The Redwood Coast Energy Authority board unanimously approved an agreement with Owsley Electric Inc. for electrical services at the Redwood Coast Airport Microgrid during its Aug. 27 meeting in Eureka.
The board minutes say the agreement runs for up to five years and has a total not-to-exceed amount of $325,000. The board authorized Executive Director Elizabeth Burks to execute the applicable documents after review by RCEA legal counsel.
According to the board packet, RCEA solicited proposals in July through RFQ/RFP 26-101. Four qualified C-10 electrical contractors attended a mandatory site conference, and RCEA received three responsive proposals. Staff said Owsley received the highest scores in all categories, including qualifications, experience and response time for routine and emergency services.
The packet says work will be performed on a time-and-materials basis as needed and ordered by RCEA. The $325,000 cap covers the five-year term, and work must be pre-approved by staff and remain within the board-approved fiscal-year budget. The microgrid includes a 2.2-megawatt direct-current solar array, a 2.3-megawatt/8.87-megawatt-hour battery-storage system and a 300-kilowatt behind-the-meter solar array, according to the agency’s staff report.
In a separate staff report, Executive Director Burks reported that RCEA had successfully applied for $2.9 million in investment tax credits for the airport microgrid. The minutes do not state when the money will be deposited or whether it has been received. RCEA’s subsequent spending under the agreement and the tax-credit disbursement remain items for follow-up.
