Live Oak’s City Council adopted the city’s 2021-2029 housing element update on Tuesday after staff said the Department of Housing and Community Development had issued a substantial conformance letter.
The council approved the housing element update, the related CEQA common-sense exemption and the direction to submit the plan to HCD for certification. The vote was 3-1, with Councilmember Santana voting no, according to the meeting summary.
The council packet says the Planning Commission unanimously recommended approval on May 19 and that staff worked with consultant PlaceWorks to revise the document after HCD requested changes. The agenda materials say the city is seeking to amend its General Plan by adopting the 6th Cycle 2021-2029 housing element and submit the adopted plan to the state for certification.
The housing element is one of the state planning documents cities must maintain to address housing needs. The packet materials describe the update as part of Live Oak’s 2021-2029 planning cycle and say the city was working through review comments from HCD and the Regional Housing Authority.
The agenda packet and meeting summary do not spell out any immediate project approvals tied to the housing element, and the public record provided does not include the certified final version from HCD.
