The Live Oak City Council is scheduled to consider final approval of a two-lot residential parcel map at 2962 Elm Street, along with an agreement that would defer required frontage improvements.
The Oct. 7 council agenda and staff report recommend approval of Medina Parcel Map TPM 25-01 for the 0.33-acre property, identified as assessor’s parcel number 006-202-003. The proposed map would divide the site into two parcels for future residential development.
The council also is being asked to authorize City Manager Benjamin Moody to enter into a Deferred Improvement Agreement with property owner Jose Guadalupe Medina, subject to City Attorney approval. Under the draft agreement, Medina would deposit $6,080 for estimated curb-and-gutter, sidewalk and driveway work. The estimate lists $2,080 for curb and gutter, $1,600 for sidewalk and $2,400 for a driveway.
The agreement would require the improvements to be completed within 30 days after city notification or within five years of the agreement’s filing, whichever comes first. If the work is not completed, the city could use the deposit or pursue additional costs as a lien against the property, according to the draft agreement.
The Planning Commission approved the tentative parcel map March 3 and found the project eligible for a Class 15 categorical exemption under the California Environmental Quality Act, according to the council packet. The proposed council resolution also would accept dedicated right-of-way and easements and authorize the City Clerk to sign the map.
The supplied agenda and packet do not record whether the council approved, amended or continued the item on Oct. 7. The city’s meeting materials identify the action as a recommendation and include blank vote fields in the proposed resolution.
