The California Energy Commission is set to consider a resolution on July 8 adopting the Final 2025 Integrated Energy Policy Report, according to the commission’s business-meeting backup materials.
The packet says the report grew out of a yearlong proceeding that included a scoping order on March 20, 2025; a revised scoping order on July 22, 2025; nine workshops; two webinars; a draft report released April 23, 2026; and a proposed final report posted June 19, 2026.
The proposed resolution says the commission would accept, approve and adopt the final report, including any changes adopted at the meeting and any non-substantive typographical corrections. It also directs staff to make the document accessible to state, local and federal entities, the public and the Legislature.
In a separate memorandum, CEC staff attorney Reneé Webster-Hawkins recommends the commission find that adoption of the report is not a project under the California Environmental Quality Act because it does not commit the state to any specific project or cause a direct or reasonably foreseeable indirect change in the environment. As an alternate basis, the memo says the report would qualify for CEQA’s common-sense exemption if it were considered a project.
The resolution cites the Warren-Alquist Act and Public Resources Code sections 25301 and 25302 as the statutory basis for the commission’s duty to conduct energy assessments and forecasts and update them in even-numbered years. The backup packet also points readers to docket records 25-IEPR-01 through 25-IEPR-06 for the broader proceeding.
