The Redding Planning Commission reviewed a proposed amendment to Bethel Church of Redding’s Call Your Drive campus on Oct. 13, with discussion focused on traffic mitigation, fire-flow and water-service conditions. The meeting record does not capture the final vote, so it does not establish whether the amendment was approved.
The formal motion proposed adopting an addendum to the previously certified environmental impact report and approving amendment application AMD-2025-00822, which would amend Planned Development Plan PD-2015-0304 subject to draft and revised staff conditions, according to the record.
A commissioner recused themself after disclosing prior employment with GHD Inc., identified in the discussion as the applicant’s consulting engineer. The commissioner cited Political Reform Act Government Code section 87103(c) as the basis for the recusal.
Residents and commissioners questioned traffic mitigation tied to the project, including a requested turn pocket at the Call Your Drive intersection and potential effects on Twin Tower and nearby roads. The discussion also included the Posey Lane intersection and whether traffic improvements identified in the project’s mitigation plan would be completed before construction.
Bethel representative John Cook said the church would meet fire-flow requirements associated with occupancy. Commissioners and participants also discussed water-service conditions, additional hydraulic modeling and the history and status of “will-serve condition 45.” The record leaves the final conditions, any turn-pocket commitment and the adopted action on AMD-2025-00822 unresolved.
