Anderson Cottonwood Irrigation District directors decided at a March 31 special meeting not to move ahead with a 2026 Prop. 218 ballot for a special benefit assessment, according to draft minutes in the district’s April 9 board packet.
Instead, the board directed staff to begin preparing outreach materials, update 2025 budget numbers, and revisit the assessment, rate structure and ballot timing in early 2027 after a successful 2026 irrigation season, the draft minutes say.
The packet says consultant Dan Kearns of P&P Engineering reviewed the proposed assessment, the Prop. 218 process and possible timelines. It also says directors discussed the need for public education and concerns about timing, including whether another irrigation season would give the district a better case for asking landowners to approve the assessment.
The district’s April 9 agenda lists approval of the March 31 special meeting minutes, but the packet does not include a formal motion record or vote tally for the assessment direction.
The same packet shows the district’s March financial report and cash disbursement records, which include assessment-related discussion materials and project spending, but the board’s specific 2027 outreach plan and rate options were not spelled out in the document.
