Yuba City’s council unanimously approved a temporary closure of Sam Brannan Park on Aug. 12 and authorized up to $265,000 for remediation and improvements, turning a staff proposal into an immediate policy change effective Sept. 1.
The action came after city staff described the park as the city’s largest community park and said conditions there had worsened because of repeated calls for service, vandalism, drug use, unsanitary conditions and public safety concerns near nearby Grey Avenue School. The agenda packet said the closure would be temporary and that the city planned to pair it with security and access changes, including fencing, cameras, lighting repairs and card-based access for certain uses.
In the staff report, City Manager Robert Bendorf recommended closing the park effective Sept. 1 and authorizing budget transfers of up to $265,000. The packet initially listed a higher figure in one place, but the meeting summary says Bendorf told the council that the second-page amount of $365,000 was a typo and should read $265,000. The report said the city could use capital improvement and contingency funds to cover the work.
The council packet outlined a phased return for some recreation uses after remediation. It said reservations would continue, and that pickleball, skate park, volleyball and bocce ball facilities could remain available through city access passes obtained at the Recreation Department at the Yuba City Senior Center, with a refundable deposit. The packet also said staff would coordinate outreach with local service providers before enforcement begins.
