The Live Oak City Council’s May 20 agenda includes a public hearing on proposed planning fee updates that would restore the city’s planning fee schedule in stages.
According to the agenda packet, the proposal would apply a 40% discount starting June 1, 2026, followed by a 20% discount starting July 1, 2027, and full rates beginning July 1, 2028. The packet also says the fees would continue to be reviewed annually and adjusted, as applicable, based on the California Consumer Price Index for All Urban Consumers during the phase-in period and afterward.
The staff report says the goal is to help recover the city’s planning costs while still phasing applicants toward full fee rates over time. It says the council previously asked staff to return with a revised proposal after an earlier April 15 fee update left the planning-fee changes out of the adopted package.
The public hearing item is one of four items on the May 20 agenda. The same packet also includes a proposal to sell surplus vehicles to Sutter County and a 10-year land agreement for a Monarch Butterfly Habitat project at the city’s soccer complex.
The packet does not include the final council action on the fee hearing, and it does not provide a complete dollar-by-dollar table for every permit type in the public summary. The agenda and staff report do show example planning fees at full rate and under the phased discounts, including a General Plan Amendment fee of $9,000 at full rate, $5,400 under the initial 40% discount, and $7,200 under the second-year structure.
The full agenda packet says the hearing notice was published in the Appeal Democrat on May 9 and May 14.
