Fortuna’s City Council adopted an ordinance Sept. 21 creating a new chapter of the city code to regulate massage establishments, according to the meeting minutes.
The council’s action added Chapter 5.30 to Article 5 of the Fortuna Municipal Code through Ordinance 2026-788. The measure passed 3-1: Council Members Carlos Diaz, Tami Trent and Mayor Mike Johnson voted yes, while Council Member Abe Stevens voted no. Council Member Kyle Conley was absent.
The council had introduced the ordinance and held its first reading on Sept. 8, advancing it to a second reading and possible adoption. That vote also was 3-1, with Diaz, Trent and Johnson in favor, Stevens opposed and Conley absent, according to the Sept. 8 minutes.
The minutes identify the ordinance’s purpose as regulating massage establishments but do not detail licensing, operating, inspection or enforcement requirements. They also do not state when the new rules take effect or how existing establishments will be handled.
