The Fortuna City Council voted 3-1 on Sept. 8 to introduce and give a first reading to Ordinance 2026-788, a proposal to add Chapter 5.30 to Article 5 of the Fortuna Municipal Code regulating massage establishments.
Council members Carlos Diaz, Tami Trent and Mayor Mike Johnson voted for the motion, while Council Member Abe Stevens voted against it. Council Member Kyle Conley was absent, according to the council’s meeting minutes.
The council continued the public hearing to Oct. 5 for a second reading and possible adoption. The minutes identify Interim Chief of Police Matt Eberhardt as presenting the staff report on the proposed regulations.
The minutes do not detail the ordinance’s licensing, operating or enforcement requirements, and they do not explain Stevens’ opposition. Those questions remain for follow-up before the scheduled second reading.
