DelBiaggio Construction Inc., doing business as DCI Builders, submitted the lowest of six bids for Ferndale’s Fireman’s Park Basketball Court & ADA Improvements Project, according to the City Council’s Oct. 21 packet.

The bid tabulation lists DCI Builders at $44,940. The other bids were $68,260 from Alves Inc.; $69,873.09 from Coleman Construction LLC; $70,856 from Mercer-Fraser Company; $83,866.18 from Hooven & Co. Inc.; and $87,815 from Mobley Construction, doing business as MCI Inc. The bids were publicly opened Oct. 13 at Ferndale City Hall, the packet says.

The city’s engineer’s estimate was $45,544, making DCI’s bid $604 below that estimate, according to the packet.

The project would resurface the existing basketball court and add an accessible pathway from the parking area to the court. The packet also says the project is connected to the city’s Per Capita Grant Program.

City staff recommended awarding the contract to DCI Builders for $44,940 and authorizing the city manager to execute the contract, subject to City Attorney review and applicable contract requirements. The packet says final award remained subject to confirming that the bidder was responsive and responsible and had met contracting requirements.

The packet documents the bid results and staff recommendation; it does not establish that the City Council completed the award or that a contract was executed.
