Sutter County supervisors on May 26 overturned the Planning Commission’s denial of a use permit for a large outdoor special event facility at 13189 Pass Road, approving the project in a 4-1 vote with conditions.
According to the board’s summary of proceedings, the board approved Project #U24-0013 after a public hearing that drew testimony from both opponents and supporters. The action covered an 80-acre parcel in the Agriculture–Sutter Buttes Overlay zoning district and allowed events such as weddings, receptions, birthdays, nonprofit fundraisers, political fundraisers, community events and similar gatherings.
The approved conditions limit the venue to 12 events a year, including nine events with up to 500 guests and three events with up to 850 guests. The board also required 20-foot lane access for parking and two water sources, and adopted the proposed mitigated negative declaration for the project, according to the proceedings.
The agenda packet described Project #U24-0013 as an appeal of the Planning Commission’s denial of a use permit for the venue at 13189 Pass Road in Sutter. The project was listed as being proposed by applicant-owner Mike Smith Jr. and included a maximum of 16 events per year in the hearing notice, before the board settled on the lower annual cap in its final action, according to the agenda packet.
Vice Chair Karm Bains moved approval and District 5 Supervisor Jeff Stephens seconded it, while Chair Mike Ziegenmeyer cast the lone no vote, the proceedings show.
