Shasta County County Counsel Joseph F. Larmour entered a four-year employment agreement dated Sept. 29, 2026, with a term beginning Sept. 30, according to the employment agreement.

The contract says Larmour’s compensation will be set at the “F” step of the County Counsel salary range established by county salary resolutions, plus any stipends formally tied to the classification. It also provides cost-of-living adjustments when unrepresented management employees receive them. The agreement does not state the dollar amount of the F-step salary.

The contract provides a $5,000 annual automobile allowance, divided among the year’s pay periods, to cover mileage, insurance and other travel-related expenses when Larmour uses a personal vehicle for county business. It says he will not receive additional mileage reimbursement or use a county vehicle for that travel.

If the county terminates Larmour’s employment during the contract, the agreement calls for an accelerated lump-sum payment for compensation remaining through the end of the four-year term. When more than 18 months remain, the maximum severance payment is 18 months of base salary. The agreement excludes severance for removal under Government Code Section 27641 and says severance and health benefits remain subject to state-law limits.

The agreement describes the County Counsel’s duties as providing legal advice, assistance and representation to the Board of Supervisors, county officers, departments, employees, the Shasta County Grand Jury and special districts, while directing the County Counsel’s Office.
