The Shasta County Board of Supervisors is scheduled to consider a proposed third amendment to its agreement with Health Management Associates, Inc. that would add $600,000 to the consulting contract and extend it for one year. The county staff report says the amendment would raise HMA’s maximum compensation from $1.68 million to $2.28 million and extend the agreement through Sept. 30, 2027. The item is listed for the board’s Sept. 15, 2026, consent calendar; the available staff report does not record a final vote.
HMA would support the Sheriff’s Department, Probation and the Health and Human Services Agency with planning and implementation of California’s CalAIM justice-involved prerelease Medi-Cal services. The proposed additional work for the Sheriff’s Department and Probation includes contract and compliance review, mock audits, and billing and claims management.
The services are tied to the Justice Involved Pre-Release Medi-Cal Application Mandate under Assembly Bill 133. County materials say the work would help prepare for services for eligible people in county jails and youth correctional facilities during the 90 days before release, including required behavioral-health linkages.
The staff report says the work would be funded through Round 4 PATH Justice Involved grant funds from the California Department of Health Care Services and would have no additional General Fund impact. It also says the county lacks the staff time and specialized expertise to perform the work internally and warns that rejecting the amendment could expose the county to fiscal penalties.
