The Humboldt County Association of Governments approved signing an agreement Oct. 15 to create a Regional Climate Committee and a Climate Program Manager charged with implementing the Humboldt Regional Climate Action Plan.
The Oct. 15 HCAOG agenda identified the memorandum of understanding as the meeting’s principal action. The meeting record says the agreement would remain in effect through Dec. 30, 2030, and would take effect once agencies representing at least 85% of the population have adopted it.
The record identifies the City of Arcata, Humboldt County and Humboldt Transit Authority as having approved or joined the agreement. It says Eureka’s participation could help reach the population threshold, but it does not establish a final list of signatories or confirm that the 85% requirement has been met.
Under the agreement, the signatories would appoint representatives to the Regional Climate Committee. The Redwood Coast Energy Authority would employ the climate program manager. The agreement provides for uniform annual contributions, but the available record does not specify the amount of those contributions or a first-year funding plan. It also says future funding gaps would be addressed by the committee and does not require joint powers agencies to provide money or staff time.
The next unresolved steps include confirming which jurisdictions have formally adopted the MOU, calculating their combined population share and determining when the committee and program-manager position will be established.
