The Assembly unanimously approved SB 623 on June 25, sending forward a bill that pairs restrictions on certain medical lien and attorney referral practices in transportation-network-company accident cases with new rideshare safety requirements.
According to the Assembly floor session, Assemblymember Papin presented the bill, and Assemblymember Berner and Assemblymember Calrat spoke in support. The chamber passed the measure 67-0.
A processed summary of the floor session described SB 623 as aimed at curbing abusive medical lien practices in TNC accident cases while strengthening rideshare safety rules. The same summary said the bill would limit certain lien-based medical charges, standardize billing, restrict attorney conflicts and kickbacks tied to lien referrals, and require more background checks for TNC drivers. It also said the measure would allow women riders to request women drivers and vice versa.
The Assembly action makes SB 623 one of several measures to move out of the June 25 floor session. The chamber also took up housing, budget and recognition items that day, but SB 623 stood out as a clear policy vote with no recorded opposition.
The bill now returns to the Senate.
