The Assembly Health Committee advanced AB 2499 on Aug. 27, moving forward a bill that would require health plans and insurers to accept medical records and supporting documents electronically through a standard submission method.
In the hearing, Providence St. Joseph Health supported the measure, while the California Association of Health Plans and the Association of California Life and Health Insurance Companies opposed it. Opponents said the bill was premature before federal standards take effect in 2028 and argued it could increase administrative complexity and weaken claim safeguards.
The committee passed the bill on concurrence in Senate amendments, according to the hearing materials.
AB 2499 is part of a broader dispute over health-administration paperwork, provider burden and insurer review processes.
