The California Energy Commission’s June 22 business-meeting packet proposes approving Agreement EPC-25-057 with SkyCool Systems Inc. for a $1,364,396 EPIC grant to demonstrate a thin-film radiative-cooling roof coating on one commercial building in Ontario, California.
In the proposed resolution, the commission would adopt staff’s CEQA findings and authorize the executive director or designee to execute the agreement. The grant request form says the project is exempt under CEQA categorical exemptions for minor alterations to existing structures and for basic data collection, research and experimental activities.
The scope of work says the project is intended to validate SkyCool’s roof coating on an operational warehouse, with tasks that include film preparation, fire testing, roof installation, measurement and verification, benefits evaluation and technology-transfer activities. The materials say the film is designed to cool surfaces 10 to 15 degrees Fahrenheit below ambient air temperature and to reduce heat gain in buildings.
The agreement term would run from July 10, 2026, through June 30, 2030. Budget materials list EPIC funding and no subcontractors, while naming a vendor line item for electrical work.
The packet does not include a final vote, and the materials do not show whether commissioners approved the item unchanged at the meeting.
