The Redding City Council on Monday formally filled its city manager vacancy, approving William Tarbo’s appointment and authorizing the mayor to execute his employment agreement.

The council later disclosed the closed-session vote as 5-0. A staff report attached to the item said Tarbo will earn $295,000 a year, with total estimated annual compensation just under $360,000 including benefits and allowances. His expected start date is about Feb. 16.

The appointment came during a meeting that also included extensive public comment on the removal of Police Chief Brian Barnard and calls for more transparency around personnel decisions. Speakers criticized city officials over Barnard being placed on administrative leave, while council members also discussed the need for budget meetings and follow-up on other city issues.
