The Humboldt County Planning Commission is scheduled to consider a proposed expansion of McKinleyville Ace Hardware during its Oct. 1 regular meeting in Eureka.
The Black Dog Partnership project would amend the county General Plan and reclassify zoning on three McKinleyville parcels totaling about 7.42 acres. The proposal would increase the Community Services land-use designation and Community Commercial zoning by about 2.95 acres while reducing Residential Low Density and Residential One-Family designations by the same amount, according to the Planning Commission agenda.
The expansion plan calls for about 53,250 square feet of additional paving for an estimated 56 parking spaces, about 38,770 square feet of gravel surface and three structures totaling 11,730 square feet. The structures would include a greenhouse and lumber rack structures. The existing site entrance would be reconfigured to connect to a proposed access road through one of the parcels.
The application also seeks a special permit for new and after-the-fact wetland filling. The agenda describes proposed restoration at ratios of 1:1 for filled one- and two-parameter wetlands and 2:1 for filled three-parameter wetlands, along with new wetlands, bioswales and buffer areas.
County staff’s recommended actions include adoption of a mitigated negative declaration and a mitigation monitoring and reporting program, approval of the lot-line adjustment and special permit, and a finding that the project complies with the General Plan and zoning ordinance. The commission is also being asked to recommend that the Board of Supervisors approve the General Plan amendment and zone reclassification.
The agenda does not report a commission vote or public-comment record. Any commission action on Oct. 1 would not by itself complete the proposed plan and zoning changes, which would require later action by the Board of Supervisors.
