The California Energy Commission approved a renewed partnership with the Contractors State License Board on Oct. 19, creating a formal channel for the agencies to share compliance information and coordinate investigations involving California’s Energy Code and contractor licensing.
The commission approved its consent calendar 4-0, according to the Oct. 19 business-meeting transcript. The updated memorandum of understanding supersedes the agencies’ 2005 agreement and a 2010 update, according to the CEC-CSLB MOU packet.
The agreement calls for joint outreach to contractors, consumers, building departments and industry groups, along with coordinated data collection and exchange. It also provides for communication about enforcement issues and cooperation on complaints and job-site investigations.
Under the MOU, the agencies may work to identify construction and equipment installations lacking required permits, address unlicensed work, and support CSLB disciplinary actions with compliance information, documentation or testimony when requested. The agreement also covers cooperation related to the Energy Code, California’s building energy requirements, and related compliance and technician-certification programs.
Neither agency commits funds under the agreement, the MOU packet says. The agreement does not itself establish new penalties or quantify how many complaints, referrals or investigations were handled under the prior arrangement.
The agencies’ next steps, including signature timing and any reporting on referrals or joint investigations, were not specified in the materials reviewed for this story.
