California Energy Commission staff recommended approval Oct. 19 of 18 draft verification reports covering publicly owned electric utilities’ compliance with the state Renewables Portfolio Standard from 2021 through 2024.
According to the CEC’s business-meeting presentation, 11 of the 18 utilities met all RPS requirements. Seven had procurement-target deficits, four had long-term-requirement deficits and seven elected to use Optional Compliance Measures.
The presentation reports the findings in aggregate. It does not identify which utilities were assigned to each category, state the size of any deficit, describe the Optional Compliance Measures selected or document penalties or corrective actions.
Staff also recommended that the commission find the reports were not projects under the California Environmental Quality Act, or alternatively exempt, and adopt a resolution approving the reports. The material reviewed for this story does not establish whether the commission took a final vote or when the reports were adopted.
The reports cover Compliance Period 4, a four-year RPS review period. The individual verification reports and determination letters are needed to connect the aggregate findings to specific utilities and determine whether any remedies followed.
