The Assembly Public Employment and Retirement Committee moved SB 1038 to the Assembly Committee on Appropriations on June 10, advancing a proposal that would give unions earlier notice when CalPERS audits employers.
According to the committee hearing record, the bill would require CalPERS to notify bargaining units when employer audits begin and end, and to provide affected-member lists and final audit reports. Supporters said the change would help unions respond sooner to corrections that can lead to repayment demands or reductions in members’ pay or retirement contributions.
Backers pointed to a Kern High School District audit they said left one employee with an $8,800 repayment bill after a delayed correction process. The committee heard testimony from labor representatives in support of the measure and advanced it without opposition, sending it one step closer to floor action.
The hearing record identified the California School Employees Association as the bill’s sponsor and noted that Cassie Mancini was available for technical questions on the measure.
